Hoar is Rudolph's little brother. He comes every year, usually during November and December. He whispers songs and stories in the ears of children (at night while they're sleeping of course). He makes people's heart to be ready for Christmas (he even does it in summer, it can be really annoying sometimes).
He wanted to be just like his elder brother, guiding Santa to the people, so that they could enjoy the holiday, but he realized that the holiday is not worth anything without love, and joy, so he started to prepare human's hearts for it.
Not everybody is capable of hearing his voice. There are people closing their souls from him, because they think of this celebration like it is something bad, they don't feel the love, they miss something, or they are broken.
But for us, who hear the sound:
